IP54 and IP65 are the two most common ratings in industrial equipment, and they are frequently confused because the numbers look sequential. They are two independent axes.
IP54: dust protected and splash proof, adequate for a factory floor away from hoses. IP65: dust tight and jet proof, the default for outdoor cabinets. IP66: dust tight and powerful jet proof, for washdown areas. IP67: dust tight and immersion proof for 30 minutes, for equipment that may be submerged or flooded.
Higher ratings need tighter seals, which trap heat and moisture. A fully sealed enclosure with no breather will condense water inside, which is worse than a design that drains. Heat dissipation also suffers, and forced ventilation becomes impossible.
Describe the worst realistic exposure: rain, hose, pressure washer, temporary flooding. Then add one level of margin. Anything beyond that costs money and creates thermal problems that show up as electronics failures rather than water failures.
